
IO Interactive is the developer of the Hitman series and the upcoming James Bond 007. They recently made a rare public statement that the cost of developing a AAA game can be much lower than the industry generally believes. This statement is particularly bold in this industrial atmosphere filled with ever-expanding development costs.
Waste and over-planning are the main causes of runaway costs, not the technology itself
They point out that many large studios engage in overly complex planning and infrastructure design at the outset of a project, but that this overhead does not ultimately translate into a better product. They chose a more streamlined route: using less time, team size, and money to focus on core fun rather than flashy peripherals. This approach allowed “Hitman 3” to achieve extremely high ratings and commercial success even with a relatively low budget.

But the idea of half price has caused a lot of doubts in the industry.
Critics believe that IO Interactive’s statement may only apply to their “level-based” product structure, but not necessarily to 3A works that require a large-scale open world. In addition, the actual development cost of “James Bond 007: Agent Elite” may ultimately still depend on marketing budget, licensing fees and long-term operational planning, rather than pure development technology.

When most developers were lamenting that “the era of 3A is coming to an end,” this small Danish team chose to stand up and say “we can be different.” The final result will not be verified until “James Bond 007: Agent Elite” is officially released, but at least in terms of topicality, they have already won a game.
